Multiple Persons Indicted On Meth Charges

 

            Huntsville, TN (2011-07-15) A Scott County Grand Jury has indicted several people in associated with the manufacture of methamphetamine.

            Megan Brooke Woodward, 20, of Huntsville was indicted on seven counts following the discovery of a meth lab in Brown Cemetery on June 28, 2011.  At the time of her arrest, authorities claimed Woodward, along with another female, identified as Elizabeth Loretta Scoggins, 35, also of Huntsville, was found in the cemetery with another male subject, later identified as Patrick Chitwood, 31, of Lafollette.  Upon the arrival of officers, Chitwood allegedly fled the scene, but allegedly dropped a bag that contained the components of a meth lab.

            Woodward was indicted on the promotion of manufacture of methamphetamine, initiating the process of the manufacture of methamphetamine, possession of more than 0.5 grams of methamphetamine, possession of schedule III and schedule IV controlled substances, possession of drug paraphernalia, and possession of a prohibited weapon (brass knuckles).  Scoggins was named on one count in the indictment, reportedly charged with the promotion of the manufacture of meth.

            Terry L. Denney, 46, and Bobby Shane Foster, 24, were indicted on a joint true bill on multiple drug charges.  The pair was charged in connection with the alleged discovery of a meth lab on April 16, 2011.  Denney and Foster were both charged with promotion of the manufacture of methamphetamine, and possession of drug paraphernalia.  Denny was further charged with possession of a legend drug and violation of the financial responsibility law.  Foster was also charged with failure to appear (in court).

            Jonathan Lee Silcox, 31, was indicted on two separate true bills.  On the first, Silcox was charged in connection with the alleged June 6, 2011 discovery of a meth lab by the Scott County Sheriff’s Department.  Silcox was indicted on charges of the initiation of the process to manufacture methamphetamine, promotion of the manufacture of meth, and possession of a firearm during the commission of a dangerous felony.  On the second, authorities allegedly found Silcox in possession of a second lab on June 28, 2011.  In the second case, Silcox was charged with initiating the process to manufacture methamphetamine, promotion of the manufacture of methamphetamine, and possession of more than 0.5 grams of meth.

            Others indicted last week included:

            Michael Scott Francis, 32, was indicted for two separate incidents.  On the first, Francis was accused of possessing narcotics, attempting to get drugs into the Scott County Jail and taking a vehicle without the owner’s consent.  Francis was indicted for being in the possession of schedule II and schedule IV controlled substances, driving on revoked license, possession of drug paraphernalia, resisting arrest, joyriding, and introducing contraband into a penal institution.  On the second true bill, Francis was accused of breaking into a female acquaintance’s home on March 26, 2011.  In that case, Francis is charged with aggravated burglary of a habitation.

            Jeff Ryan Slaven, 25, was charged with allegedly operating a motor vehicle on March 11, 2011 while under the influence of an intoxicant.  Slaven was charged with D.U.I and D.U.I. with a blood alcohol content of more than 0.08.

            Jerry Jackson Stephens, 47, was indicted on three counts, including D.U.I., violation of the open container law and violation of the implied consent law.  On or about March 11, 2011, Stephens allegedly operated a motor vehicle while under the influence of an intoxicant and, at the time of his arrest, refused to take a blood alcohol test.

            Bryan S. Fairchild, 37, was charged with the D.U.I., reckless endangerment and driving on expired license.  On or about November 6, 2010, Fairchild allegedly operated a motor vehicle while under the influence of an intoxicant, and, at the time of the offense, his driver’s license was apparently invalid.

            Mary Beth Phillips, 56, was indicted on D.U.I. charges and violation of the financial responsibility law.  On or about December 27, 2010, Phillips allegedly operated a motor vehicle under the influence of an intoxicant, and, at the time of the offense, she did not have vehicle liability insurance.

            David Lee Terry, 58, was indicted for allegedly failing to properly register as a sex offender with the State of Tennessee.  At the time of his arrest on February 8, 2011, Terry had reportedly failed to report his living situation to authorities and was allegedly living near the boundary of the Big South Fork NRRA, a public park.  Terry was charged with violation of the sex offender registration law and violation of sex offender residential restriction provisions.

            Darrell Lynn Harness, Jr., 29, was indicted on two separate true bills.  On the first, Harness is accused of taking metal from a Huntsville resident.  In that case, Harness was charged with theft of more than $10,000.  On the second, Harness faces charges of theft of less than $500.  On or about March 15, 2011, Harness allegedly stole metal shelving from a local resident.

            John Robin Litton, 40, Paula Owens, 38, and Cambrian Lasha Webb Burchfield, 25, were indicted on a common true bill on charges of theft of more than $10,000.  On or about March 28, 2011, the trio allegedly stole a variety of metal products, including steel, guardrail posts, and other metals.

            Jeffery Edward Harness, 26, was indicted on three separate true bills.  On the first, Harness was accused of taking several items from a local residence on February 12, 2011, including a drill and an inverter. On the same day, authorities allege Harness stole additional items from the home, including a computer and other personal property.  On the last true bill, Harness was accused of theft charges of more than $10,000.  On or about April 17, 2011, Harness allegedly stole several items from a local resident, including jewelry, and a string trimmer.

            Jessica Harness Owens, 23, was indicted on a single count of aggravated assault.  Owens charges stemmed from an alleged altercation on March 29, 2011.

            Joseph Randall McCann, 28, was charged with aggravated assault.  On or about April 12, 2011, McCann allegedly caused bodily injury to another person; and,

            Danny Wayne Chambers, 62, was indicted on charges of vandalism of more than $1,000 and vandalism of more than $500.  In April and May 2011, Chambers is accused of damaging a Winfield home.

            An indictment is a formal written document that is drawn up by a prosecutor accusing a designated person of having committed a felony or misdemeanor and which is presented to a Grand Jury so that it may take action upon it. The potential for persons with similar or the same name in the community exists. All persons are innocent unless proven guilty in a court of law.
