On December 31st, Oneida Police Officer Zachary Strunk was dispatched to West Third Avenue in Oneida for a domestic assault. While en route to the residence officers were informed that the male on the scene was very intoxicated. When officers arrived on the scene, they were met by the complainant who stated that her brother, identified as Tony Neal, was very intoxicated. Once officers were inside the residence, Neal was yelling and cussing. Officer Chad Jones advised Neal to calm down so they could talk with him. Neal said “f*ck you” and walked towards Officer Jones in an aggressive manner whereupon Officer Jones pushed him away from his person. Neal, again, came towards the officers in an aggressive manner and at that point they attempted to place Neal in handcuffs. He began resisting and failed to comply with the officers commands to place his hands behind his back. The officers were able to get Neal into custody. Officers then spoke with Neal’s sister and she stated he had been drinking vodka and beer most of the day and had been belligerent at times. She also stated that while she was doing dishes Neal came into the kitchen and began arguing with her and hit her in the back with his hand. Neal was charged with Domestic Assault and Resist, Stop, Frisk, and Halt.
