Woman Charged with Alleged Burglary

On August 12th, Officer David Stephens, with the Oneida Police Department, responded to a call to Wal-Mart in reference to a shoplifter.  Upon arrival, Officer Stephens spoke with Wal-Mart Asset Protection and a female, identified as Jessica Willoughby.  Asset Protection stated they observed Willoughby select a green weekender bag from the shelf and then exit the business, failing to pay.  Upon further investigation, Officer Stephens learned that Willoughby had been trespassed from all Wal-Mart property on January 27th, 2008.  Willoughby did commit a burglary by trespassing on Wal-Mart property, not having effective consent of the owner to be on the property and did commit a theft.
